1. Nature of the Consultancy
The Consultant will be responsible for developing a training curriculum on communications skills and deliver a one-day training workshop to enhance the capacity of leaders of Community Advocacy Groups (CAGs) namely the Women’s Unions in five targeted provinces (Quang Ninh, Hai Phong, Nghe An, Ha Tinh and Quang Binh) to promote safe migration and prevent human trafficking.
2. Objectives
The Consultant will train the CAG leaders on a set of specific communication skills related to content writing including but not limited to how to report a communication event, how to write a story of change, how to tailor the writing to social media platforms and how to take documentary photographs for the purpose of raising awareness and promoting behavior change in the topics of safe migration and human trafficking prevention. The trained CAGs leaders are expected to gain sufficient knowledge through hands-on practice so that they will be able to immediately utilize acquired skills in their daily work.
3. IOM Project to which the Consultancy is contributing
Tackling Modern Slavery in Viet Nam: An Interagency Programme for Behavior Change, Access to Justice and Reintegration Support.
4. Tasks to be performed under this contract
The Consultant will coordinate with IOM project team to deliver a training workshop on communication skills for the members of the Women’s Union from the five target provinces, which consists of the following tasks:
- Design the agenda of a full-day training that will be organized in combination with an excursion to Ha Long Bay, Quang Ninh;
- Develop and tailor training materials on community communication skills that focus on content writing in the topics of safe migration and human trafficking prevention;
- Deliver the training using appropriate participatory methods that involves hands-on practice sessions;
- Report any unusual occurrences and disturbances;
- Evaluate the training and write a report with analysis of the pre- and post-test scores and evaluation of the training as required.
5. Tangible and measurable outputs of the assignment
- Finalized training materials developed for use during the training;
- One training workshop delivered;
- A report evaluating the result of the training workshop available.

8. Required competency and experience
- Excellent skills in conducting training for different groups of different levels of knowledge;
- Excellent communication and interaction skills;
- Extensive experience with projects with international elements related to migration issues and trafficking in persons;
- Capable to work effectively with people from varied cultures and backgrounds;
- Able to offer different options to solve problems to meet partner’s needs;
- Able to accomplish required tasks within set timeframe;
- Possession of a postgraduate degree (Master or above) in Communications or Social Work is an advantage.

The Consultant fees shall be paid based on his/her relevant required experiences according to UN-EU guidelines for Financing of Local Costs in Development Cooperation with Viet Nam (UN-EU cost norms). The total amount of consultancy fees shall be paid in full after the training completes and the report is well-received.
In addition, s/he will receive a reduced Daily Subsistence Allowance (DSA) according to UN-EU cost norms and travel allowance during his or her stay in the place of duty while on duty. The Consultant shall submit the travel claim together with supporting documents such as the hotel bill, boarding passes, copy of bus tickets, and airport taxi receipts (when applicable) to the Organization as soon as the duty travel is complete to proceed DSA payment.
