WHO#032: National Short-term Consultant to help establish a road safety coalition to prevent road traffic fatalities among children
Background
Every day, five children in Viet Nam lose their lives due to road traffic crashes—amounting to approximately 2,000 preventable deaths each year. These losses represent not only profound tragedies for families but also a significant burden on the country’s health system, economy, and society. We want to change this.
Viet Nam has made notable progress since 2010, reducing road traffic fatalities by about 40% and meeting the target of the first UN Decade of Action for Road Safety (2011–2020). Progress continues under the second Decade of Action (2021–2030), which aims to halve road deaths and injuries by 2030. However, more must be done to protect the country’s most vulnerable road users: children and youth.
Viet Nam Project 2000 is a coalition led by the World Health Organization (WHO) Viet Nam Office and the Asia Injury Prevention Foundation (AIP Foundation), which aims to make measurable progress towards reducing the number of children and young people killed on Viet Nam’s roads from 2000 each year, to zero. This platform aims to bring together government, civil society, the private sector, and international organizations for stronger partnerships, synergies and coordination aimed to reduce road traffic deaths—particularly among children and young people.
The project seeks to build on progress already made and to catalyze further progress towards the targets of the Global Plan for the Decade of Action 2021–2030, in the spirit of multi-sectoral partnership highlighted at the Fourth Global Ministerial Conference on Road Safety (Marrakech, 2025).

Requirements/specification
Educational qualifications
Essential:
- A university degree (Bachelor’s or higher) in public health, transportation safety, health sciences, or social sciences with a focus on public policy or injury prevention.
- Demonstrated academic grounding in road safety, traffic injury prevention, or community health.
Desirable:
- Postgraduate qualifications (e.g., Master’s or PhD) in public health, public policy or injury prevention, with a specialization in road safety or injury prevention.
- Coursework or research experience in policy development, health promotion, or intersectoral collaboration for safer mobility.
Experience
Essential requirements:
- Minimum 5 years’ experience in the field of road safety or public health.
- Experienced in designing and implementing road safety interventions.
- Experienced in developing laws, policies, strategic plans, and guidelines related to traffic safety and injury prevention.
- Experienced in supporting prevention and control of road traffic injuries and promoting safe mobility.
- Good understanding of the transport and health systems, with experience working with government agencies, transport authorities, and communities.
- Experienced in intersectoral collaboration and coordination.
Desirable requirements:
- Experienced in working with WHO, UN agencies, or other international organizations, including private sector on road safety or public health initiatives.
Skills/Knowledge
- Strong skills in research, policy analysis, and program assessment related to road safety and public health.
- Ability to work independently and in collaborative, multi-sectoral teams.
- Proficiency in office information technology, including MS Word, MS Excel, and PowerPoint.
Good communication and report writing skills in technical and policy contexts.
Languages and level required
- Fluent in English and Vietnamese.
