VN008 – Consultancy on NCD strategy evaluation and model
- Purpose of the consultancy
Under the supervision of the Technical Officer for NCDs in the Universal Health Coverage and Disease Control (UHC-DC) Team, the incumbent will support the Viet Nam Administration of Disease Prevention (VADP) in (1) evaluating implementation of the National Strategy on NCD prevention and control 2015-25 and (2) developing a model to implement the NCD component at commune health stations (CHSs) of the upcoming National Target Program on Health Care, Population and Development in the period 2026-2035 and applying the selection criteria for the initial provinces
- Background
VADP has been the focal point for implementing the national NCD prevention and control strategy 2015-2025. This year, VADP will evaluate the strategy's implementation to assess what has been achieved and learn lessons. The results will be used to develop the National Strategy for the new period 2026-2035.
In addition, VADP is the focal point for implementing the NCD component of the National Target Program (NTP) on Health Care, Population, and Development in the period 2026-2035, initially in 5 provinces and then expanding to the remaining provinces later. For this work, VADP needs to develop an NCD model to implement the NTP, drawing on lessons from the 10-year implementation of the joint MOH-WHO NCD management model.
To complete this work, VADP has requested WHO’s support in hiring a consultant to assist its staff.
- Description of activities to be carried out
The consultant will produce following outputs and deliverables:
Output 1: Evaluation of the implementation of the National Strategy on NCD prevention and control 2015-25:
Deliverable 1a: A tool to synthesize and analyze provincial reports on implementation of the National Strategy on NCD prevention and control. Steps include a literature review for tool development, tool development, testing the tool in 3 provinces, and revising after testing.
Due date is 30 June 2026
Deliverable 1b: A synthesis and analysis of all provincial reports on implementation of the national NCD prevention and control strategy 2015-2025, focusing on the role of the health system, to inform the overall evaluation, using the tool developed in 1a. Steps include data synthesis, analysis, draft report generation, gathering and integrating experts’ comments, and producing the final report.
Due date: 4 September 2026
Output 2: Development of a model to implement the NCD component at commune health stations of the upcoming National Target Program on Health Care, Population and Development in the period 2026-2035:
Deliverable 2a: Draft a list of NCD services to be provided at each level of the health system as part of the Essential Health Services Package, and the critical requirements (e.g., workforce, funding, medical products, information systems, training) to be able to deliver these services under the NCD component of the National Target Program on Health Care, Population, and Development in the period 2025-2035. Steps include a review of NCD services provided across all levels of the health system in Viet Nam, a review of guidelines for NCD management, and a draft list of NCD services with expert comments integrated.

Deliverable 2b: A model to implement the NCD component of NTP based on the list of services from 2a above, including instructions and plan to deliver this list of services at commune health stations, and criteria for the selection of the initial implementing provinces, based on reviewing existing models and inputs from experts at consultation meetings that will be organized by VADP, drawing on lessons from the 10-year implementation of the joint MOH-WHO NCD management model.
Due date: 30 November 2026
Deliverable 2c: Apply criteria and select the initial provinces for implementation, including visits to a number of provinces to apply criteria and select initial provinces, and provide a report on the process and selection.
Due date: 25 December 2026
Deliverable 3: A summary report of all activities carried out and deliverables produced during the contract period.
