1. Rationale
Viet Nam is predominantly a source country for cross-border trafficking of men, women, and children for the purpose of sexual exploitation, forced labour and forced marriage. The victims of cross-border trafficking, mainly women and girls, are prevalent in provincial border areas, with more than 30 percent of human trafficking (HT) cases identified in border provinces neighboring Lao PDR, Cambodia and China.
To address the cross-border trafficking issue, the International Organization for Migration (IOM) in Viet Nam in coordination with the Vietnamese National Border Guards (NBG) will deliver the project “Frontline training for Border Guards and police in border areas of Viet Nam”. The project is aimed at building the technical capacity of Vietnamese Border guards and police to detect cross-border trafficking in persons and protect victims and other vulnerable migrants in a manner that is consistent with international standards and best practices.
To reach this objective the project will design and deliver an inter-agency training curriculum for frontline border guards and police officers to counter trafficking and smuggling in border areas of Viet Nam in close cooperation with the Anti-Trafficking unit and the Border Guard Academy. Furthermore, the project will also technically support and mentor national border guard trainers to cascade the training modules and content to frontline border guards and anti-trafficking police in twelve selected border areas based on prevalence of cross-border trafficking cases.
2. Nature of the consultancy
An initial two-month consultancy (full time basis) to support the project team implement the activities and other related tasks as assigned.
3. Tasks to be performed under the contract
The Consultant is expected to contribute and assist in the implementation and monitoring of project activities, specially carrying out the following tasks:
- Assist the project team and Government led technical working group tasked with the design of the inter-agency training curriculum;
- Provide administrative support on project implementation, involving liaison and communication within IOM program and administration units, including externally with Government project partners and donor to initiate requests, obtain necessary clearances, process and follow-up on administrative actions, etc;
- Support the preparation, organization and reporting of meetings, trainings, workshops, field visits and other related project events;
- Provide formal and informal interpretation at meetings and translation of documents from Vietnamese to English (and vice versa);
- Perform other related duties as assigned.
4. Requirements
- Bachelors’ degree or equivalent, or higher, in social science, political science, human rights, migration, international law, etc. with at least three years of relevant professional experience;
- Understanding of migration issues. Knowledge of counter-trafficking would be an asset;
- High level of proficiency on both oral and written communication skills in Vietnamese and English;
- Extensive experiences in providing interpretation service;
- Capable of working under high pressure and meeting deadlines;
- Experiences in working with people from varied cultures and professional background;
