WHOVN036 - National consultant for combining, cleaning, analysing data and develop report for HIVDR surveillance in Vietnam
Background
The government of Viet Nam recently approve the National Strategy to End AIDS Epidemic by 2030. To reach this goal, the country needs to achieve the 95-95-95 targets. HIV drug resistance can be a barrier for the country to achieve the third ‘90” target.
In July 2017, WHO released Global Action Plan on HIV Drug Resistance 2017-2021 to provide countries framework for HIVDR prevention and control which will contribute to the achievement of global targets of 90-90-90 by 2020. However, not many countries achieved these targets. In the context of service decentralization and integration, differentiated care (e.g same day ART or rapid ART) and PrEP, HIVDR prevention intervention and surveillance become more important to inform national programme in deciding first line ART and improve treatment service quality.
World Health Organization (WHO) Viet Nam Country Office has been supporting implementation of Viet Nam’s Country Plan on HIV drug resistance (HIV DR) including Early Warning Indicators data collection and HIVDR surveillance. In 2020, Viet Nam Authority of HIV/AIDS Control (VAAC), Ministry of Health with support from GFATM had conduct another round of acquired HIV drug resistance ADR) in Viet Nam following WHO protocol. The data was collected by National Institute for Hygiene and Epidemiology (NIHE) and Pasteur Institute, HCMC. However, the data has not yet combined and analyzed yet.
The potential consultant is requested to support VAAC in combining data from two institutions, reviewing and cleaning/verifying data, conduct data analysis, complete the data forms and develop the report. This is a part-time STC for 75 fulltime working days or equivalent
