WHOVN019 – Consultant for Dengue control
Background
To strengthen the national policy and programmatic implementation of dengue control and response to the current outbreak, WHO is hiring a short-term local consultant to facilitate this process. The consultant will support the review of the guidelines, disease surveillance, capacity building, regular monitoring, and feedback to further improve the national response, particularly in controlling of mosquito population, interrupting the transmission and effective case management for dengue in Viet Nam.
In consultation with WHO, four Regional Institutes, especially Pasteur Institutes HCMC (PI HCM), and others including Pasteur Institute in Nha Trang (PI NT), Tay Nguyen Institute of Hygiene and Epidemiology (TIHE) and National Institute of Hygiene and Epidemiology (NIHE), and General Department of Preventive Medicine (MOH) and other relevant departments of the MOH, the consultant should carry out the following tasks:
Scope of work
- Support the situation analysis of the current dengue outbreak including identification of barriers and challenges in the national and local implementation of outbreak response activities
- Support the update and operationalization of the strategies and procedures of dengue control measures and guide program implementation for prevention and control of dengue
- Technical support to enhance the service delivery related to case management, case surveillance, vector surveillance and control
- Support and facilitate the coordination among different government departments (health and non-health), local authorities and key stakeholders
- Participate in regular M&E activities in the field and provide feedback for further improvement of the field operation
- Facilitate the capacity building of health staff on dengue control
- Technical assistance for relevant implementation research as desirable to identify and further improve the response for dengue outbreak
- Technical assistance of updating and dissemination of risk communication messages
- Propose strategies and possible solutions to overcome the current challenges and gaps in dengue prevention and control in Viet Nam.
Deliverable
- Report on situation analysis of the current dengue outbreak including identification of barriers and challenges in outbreak responses in Viet Nam
- Monthly technical report to WHO which indicate the key activities, progress, challenges, and solutions of above scope of work
Work schedule: for 3 months from August 2022
Specific requirements
Educational Qualifications
Essential: Advanced university degree (Master’s or equivalent) on medicine, health sciences, public health, health policy or related discipline from a recognized university.
Desirable: Training on epidemiology, disease control and surveillance
Experience
Essential: Minimum 10 years of experience in control of vector borne disease particularly in dengue
Desirable: Experience on outbreak preparedness and response, public health programme related interventions, assessment, surveys, research, and disease surveillance
Skills/Knowledge
Knowledge on prevention and control of vector borne diseases, programme management, operational planning, data management and analysis, analytical and presentation skill, and computer literacy
Languages and level required
Excellent knowledge of English and Vietnamese

Travel
The selected consultant will be expected to provide a medical certificate of fitness for work.
Budget
VND 40,000,000 x 3 months = VND 120,000,000
