ILOM&E consultancy service for ILO/NIRF project
Since 2016, the International Labour Organization (ILO), with financial funds from the United States Department of Labor (USDOL), has supported the Government of Viet Nam with a technical cooperation project - New Industrial Relation Framework (NIRF). The project's overall objective is: to promote the development of an effective legal and institutional foundation for a new industrial relations framework in Viet Nam compatible with the ILO Fundamental Principles and Rights at Work (FPRW) Declaration, with a special focus on Freedom of Association (C.87) and Rights to Collective Bargaining C.98), and in full consideration of the socio-economic conditions of the country.
With the new phase of the project, the project’s monitoring and evaluation framework needs to be updated. In addition, USDOL recently introduced the Theory of Sustained Change approach, a new reporting tool, and requirements for aligning the project’s indicators and USDOL’s Standard Outcome Indicators.

In this context, the ILO is looking for a consultant (national or international) to help review and update the monitoring, evaluation and learning system for its NIRF project. The consultancy assignment also includes the development of a sustainability plan and a risk management plan.
