Unleashing the Potential of Partnerships and Reinforcing Joint Ownership of UN Assistance
A background Paper on the UN’s Role and Modalities for Cooperation in preparation to the formulation of the One Strategic Plan 2017-2021 commissioned by the United Nations in Viet Nam in 2015/2016
The paper “Unleashing the Potential of Partnerships and Reinforcing Joint Ownership of UN Assistance to Viet Nam”, commissioned in 2015 and finalized in March 2016, serves as a Background Paper on the UN’s Role and Modalities for Cooperation in the context of Viet Nam as a lower middle-income country and with commitments to the 2030 Development Agenda and Sustainable Development Goals (SDGs). It provided inputs to the formulation of the One Strategic Plan 2017-2021.
This paper discusses the main direction for delivery of UN support to Viet Nam over the next five years through the One Strategic Plan 2017-2021. It outlines the UN’s commitment to relevant, responsive and effective assistance and summarizes the approaches and modalities that underpin a more flexible and agile response, with greater effectiveness and efficiency. The paper was developed through a consultative process with Government ministries, committees of the National Assembly, CEMA, VASS, Viet Nam Fatherland Front, one provincial People’s Committee, civil society organizations (national and international), prominent intellectuals, private sector representatives and development partners, including donors to the One UN, other bilateral and multilateral partners, and development banks.
