Enhancing the Quality of Industrial Policy for Viet Nam

Ha Noi, Viet Nam, 18-19 December 2017 - The UNIDO Institute for Capacity Development, in collaboration with the Industry Agency at the Ministry of Industry and Trade (MOIT) of Viet Nam, organized a two-day executive programme on evidence-based industrial policymaking titled “Enhancing the Quality of Industrial Policy”.

The programme, gathering over 20 high-level policymakers from different Ministries and Departments engaged in implementing Viet Nam’s industrial policy, conveyed some of the basic principles and outlined the benefits of evidence-based industrial policymaking. The underlying methodology, developed by UNIDO in cooperation with the German Federal Enterprise for International Cooperation (GiZ), called EQuIP (Enhancing the Quality of Industrial Policy) provides a comprehensive toolkit including both quantitative as well as qualitative instruments to develop dynamic industrial policies and to support their effective implementation.

The event is part of a project "Support to the Government of Viet Nam in the formulation of Sub-Sector Industrial Strategy and of the related Implementation Policy through Institutional Capacity Building" funded by the Ministry of Foreign Affairs of the Republic of Korea. The project aims at enhancing the quality of Viet Nam’s industrial development strategy and policy through building institutional capacity, compiling industrial reports for the public and the private sector, and proposing concrete strategies and policies to enhance Viet Nam’s industrial competitiveness. It will be followed by a working-level training in January 2018.

At the opening, Mr. Tran Quang Ha, Deputy Director General of the Industry Agency, MOIT, thanked UNIDO for its timely intervention during a time where Viet Nam is about to increase its share of manufacturing in its overall economic output. Ms. Killmeyer-Oleche, Chief of the Institute for Capacity Development, UNIDO looked ahead at future cooperation with Vietnamese stakeholders in capacity development to support the country on its industrialization path.

Ms. Thao LE is the Country Representative of UNIDO Vietnam Office. Ms. Thao has been working for nearly twenty years in the area of industrial and business development at both grass-root practical and policy levels. She has been working for UNIDO Viet Nam Country Office since 2008 as National Programme Officer and then Country Representative, coordinating and monitoring UNIDO projects and programmes in various areas including private sector/SME development, business environment, industrial and trade competitiveness, energy and environment, eco-industrial park, green industry, agro-processing and value chains, etc.. Prior joining UNIDO, she managed her own business on investment consulting and export/trade promotion for manufacturing sub-sectors.
During her work at UNIDO Viet Nam, Ms. Thao has also involved in researches and policy advice to the Government of Viet Nam on Industrial Competitiveness, Investment Promotion, Green Industry, Science Technology and Innovation.
She got the Executive MBA at the Shidler College of Business, University of Hawaii at Manoa, USA (in 2004-2006). She graduated from Hanoi Foreign Trade University on External Economics.
