Promotion of Energy Efficient Industrial Boiler Adoption and Operating Practices in Viet Nam

  • Ha Noi, 17 November 2015 - The Ministry of Industry and Trade and the United Nations Industrial Development Organization (UNIDO) jointly organize the Project Document Signing Ceremony of the project "Promotion of Energy Efficient Industrial Boiler Adoption and Operating Practices in Viet Nam".

The project objective is to reduce energy consumption and greenhouse gas (GHG) emissions through promotion of industrial energy efficiency boilers adoption and operation. At the global level, the Project will contribute to the GHG emission reduction by over 1,837,355 tons of CO2 emission. And the country will save 467,317 tons oil equivalent (TOE) during the ten years of project impact period (from 2019 to 2028). The Project will increase the competitiveness of national enterprises as the result of reduced energy costs and cause less local pollution and impact on the environment.

The Project will be jointly implemented by the Ministry of Industry and Trade and UNIDO during November 2015 – October 2019 period. The key beneficiaries of the Project are local boiler manufacturers and industrial enterprises of the following sub-sectors: pulp and paper, textile, food, chemical, rubber...

Noting on the important role of the Energy Efficiency Industrial Boiler Project at the Signing Ceremony, Vice Minister of Industry and Trade – Mr. Hoang Quoc Vuong emphasized that "the implementation of the Project "Promotion of Energy Efficient Industrial Boiler Adoption and Operating Practices in Viet Nam" show the efforts of the MOIT with the technical assistance of UNIDO to finalize the regulations and guidelines on industrial boiler standardization system as well as to build the national technical and financial capacity to promote the production/manufacturing and widespread adoption of the energy efficient boiler in the industrial enterprises in Viet Nam".

Commenting on impact/outcomes of this Project implementation, UNIDO Country Office Representative, Mr Patrick J. Gilabert confirmed that "the project's interventions will create an enabling environment for promoting the widespread adoption of EE boilers and best operating practices in the industrial sub-sectors of Viet Nam...This project will transform the boiler industry in Viet Nam from the baseline scenario to a more efficient and improved market."

The project consists of three components: (1) Policy and regulatory framework to support the boiler standardization system; (2) Awareness, training and capacity building for government agencies, boiler owners, operators, and manufacturers, and other stakeholders; (3) Financing and implementation of energy efficient boiler adoption projects and manufacturing.

It is expected that the project implementation can bring the following outcomes:

- Operationalized regulations and guidelines on an industrial boiler standardization system;

- Increased awareness and information availability on EE industrial boilers for end-users (industrial enterprises), energy consultants, energy service companies and industrial boilers providers;

- Improved technical capacity of government agencies, industrial boiler owners, operators and manufacturers, energy service companies and financial/banking institutions;

- Increased access to financial sources and incentives for investment projects on EE boiler adoption and manufacturing;

- Increased adoption of EE boilers by industry due to high credibility and evaluation of EE boilers and best operating practices.
