Monitoring and Evaluation – an indispensable part of an industrial policy and strategy

- Hanoi, 26 June 2019 - Senior policy makers and officials from different Government's ministries and agencies discussed the important role of monitoring and evaluation (M&E) in implementing a public policy, especially in an industrialization strategy and how to develop a high-quality monitoring and evaluation plan.
A training workshop was held in Hanoi on 25 and 26 June 2019 to share international best practices of M&E system in industrial development policy. The workshop heard a presentation from the General Statistics Office of Vietnam on an insight into the current industrial statistical data to monitor and evaluate industrial development in Vietnam.
The participants to the workshop understood that the monitoring and evaluation of a public policy, including an industrialization strategy allows a government or an institution to show the results of its efforts in a credible and transparent way. The M&E system also helps a government to understand if they have been able to implement a strategy, and how local actors, such as firms, respond to policy decisions. They focused their discussion on the particular challenges facing the M&E system for the manufacturing sector in Vietnam. They started to develop their plans on how to tailor M&E in their respective ministries and agencies.
In his opening remarks, Mr. Ngo Khai Hoan, the Deputy Director General of Vietnam Industrial Agency, Ministry of Industry and Trade said: "The Vietnamese Government fully understands the important contributions of industry, especially the manufacturing sector to the country's economic growth. We highly appreciates UNIDO's support to Vietnam to improve our industrial development policies and strategy through institutional capacity building."
For his part, Mr. Jaehwan Jung, Project Manager from UNIDO (United Nations Industrial Development Organization) confirmed: "UNIDO is now providing technical support to the Vietnamese Government in developing its White Paper on national industrial development strategy, which will be released at the end of 2019. As part of this support, how to develop a good M&E system in the strategy is very essential. Therefore, this training aims to provide the most updated information trend and the international best practices relating to M&E. It is expected that the participants will understand the M&E approach and will be able to identify M&E indicators in the actual context of Vietnam's industrial strategy, especially in the manufacturing sector."
This training workshop is organized under the framework of the project "Support to the Government of Viet Nam in the formulation of Sub-Sector Industrial Strategy and of the related Implementation Policy through Institutional Capacity Building" in partnership with the Republic of Korea. The project aims at enhancing the quality of Viet Nam's industrial development strategy and policy through building institutional capacity, compiling industrial reports for the public and the private sector, and proposing concrete strategies and policies to enhance Viet Nam's industrial competitiveness.
