ILOTechnical assistance proposals from local Viet Nam based business support organizations and business service providers on improving productivity and decent work of local enterprises in the wood processing and machinery sectors in Viet Nam.
The Productivity Ecosystems for Decent Work Project (PE4DW), launched by the ILO Vietnam aims at addressing constraints to productivity growth and decent job creation. The Project started in April 2022 and will run until the end of 2025.
The Project will address productivity and decent work deficits across policy, sector and enterprise levels for win-win solutions that improve productivity and that ensure, through social dialogue and workplace cooperation, that gains from productivity growth and decent work are distributed equitably.
Machinery and equipment sector and wood processing sector are the selected two priority sectors for interventions aiming to impact positively on productivity and decent work.
The project invites local Viet Nam based business support organizations and business service providers to submit technical assistance proposals to improve local enterprises’ productivity and decent work in one (or more) of the following below technical areas:
1.1. Facilitate the development of market-driven capacity building programs aimed at enhancing managerial capabilities to address the growing need for highly skilled middle management, including areas such as production management, workplace cooperation, workers engagement, trade promotion, productivity boosting approaches and sustainability development.
1.2. Foster digitalization and establish stronger market connections to enable effective data management and resource planning solutions for small and medium enterprises (SMEs). The project assessments have identified process optimization and data management as crucial foundations for successful digitalization. The PE4DW project will facilitate pilot initiatives focused on process optimization in preparation for digitalization, as well as the sharing of best practices.
1.3. Promote the reduction of greenhouse gas emissions. Increasing pressure from international markets requires businesses to minimize their greenhouse gas emissions. The project will support the implementation of pilot programs for quantifying greenhouse gases emissions; energy efficiency and sharing of good practices
1.4. Encourage the adoption of advanced production technologies. The project will facilitate knowledge transfer from successful initiatives involving the application of new technologies within the industry. It will also foster stronger connections between enterprises and new markets, while providing technical assistance to enhance production technologies in order to meet the sustainability requirements of major import markets.

All proposals and supporting documents (proposal as per the template attached, contractor profile, expert CV, technical information described in IV, reference, budget) shall be submitted to main@ilo.org no later than 5pm on July 14, 2023, with clear subject title on the main technical area of intervention (productivity skills training, digitalization, decarbonization, etc.)
The ILO will accept questions for clarification regarding the call for proposals, which should be sent to duchoang@ilo.org no later than 5 working days before the deadline. Responses to these questions and clarifications will be made available to all interested contractors.
