Case studies from the One Plan independent Review

In 2015 the UN and the Government of Viet Nam hired SIPU (Swedish Institute for Public Administration), an independent evaluation firm, to conduct an independent review of the One Plan (2012-2016). The review included four case studies focused on several aspects of the work conducted in support of the most vulnerable and disadvantaged populations. This document summarizes the case study entitled:

• Opening space for citizen participation
• Evidence-based advocacy
• Capacity building to promote resilience and reduce risk
